• Developed Secondary Education Program Within the Govt of Pakistan Policy Framework as Chief of Party ED-LINKS Project in Pakistan, American Institutes For Research (AIR): $100 Million Middle & Secondary Education Project financed by USAID; (October 2007 to 15 May 2008); The project included a substantial financing for Student and Teacher Exchange programs.
• Served as Chief of Party to EQUIP-2 Program of EDC/USAID in Malawi (2003-2005) and was responsible for the preparation of the Education Sector Program to facilitate SWAp and also initiated policy reforms and new initiatives in view of decentralization, mitigation of major setbacks due to HIV/AIDS pandemic and developed HIV/AIDS education Policy, gaining internal efficiency of the school system to arrest high degree of grade repetition and school dropout, and address the issue of severe shortage of teachers and poor deployment of teachers in service to be included in the sector interventions. Collectively with all education sector development partners and the Ministry of Education Developing a 10 year Education Sector Strategic Plan and addressing policy issues to introduce the Sector Wide Approach to education sector. Linked to this project USAID also introduced the Professional Capacity Building Programs and annually supported a substantial number of Post-Graduate study placements at University of Massachusetts, and Virginia Tech, USA.
• Served as Team Leader of Primary Education Development Program (PEDP) under SWAp on Quality Improvement in Primary Education in Bangladesh. Heading a large team of consultants and responsible for the improvement of all aspects relating to quality of education including in-service and pre-service teacher training, school curriculum and teacher guides, local level support system, decentralized school improvement planning and school and classroom quality;
• q Served World Bank/DFID Education Sector Advisor on education sector planning at the Ministry of Education, Sri Lanka (May – November 2006); Addressed Policies relating to SWAp and decentralized administration, health education, social and economic disparity etc;

• Served CARE-USA/Bangladesh, was in-charge of the USAID funded CHOLEN 2 Program and EQUIP-1 Succeed Project in the Chittagong Hill Tracts Tribal Areas. Serving as an International staff and took an active role of the reorganization of programs serve as one of the 12 members of the Executive Management Team and assist CARE Bangladesh to adopt policies and procedures to gain further efficiency in funding, programming and project implementation. I also serve as a member of the Transition Management Team to reorient CARE Bangladesh programs to Rights Based Approach.
• Team Leader Primary Education Quality Improvement (PEDPQI) Project, November 1999 -- September 2002, NORAD, Primary and Mass Education Division of the Ministry of Education in Bangladesh. As Team Leader and International Consultant to assisted government of Bangladesh to reform personnel policy of the Directorate to establish a Career Path for the Primary Education sub-sector and establish the Human Resource Development Plan for the Primary Sub-sector to support quality education; introduced HIV/AIDS education in Teacher’s Colleges Training Programs,.
• Under the PEDPQI project planned and programmed the training of a large number of education sector professional in UK and Australia for Post graduate studies; Provided short-term training to over 500 sector professionals in the Asian Region.
• January - April 1999, served as a SDC as Deputy Team Leader of the capacity analysis of the Directorate of Non-Formal Education in Bangladesh where policy advocacy particularly on human resource development and re-structuring of the directorate for efficiency gains is at the center of the issues,

• During the 1991-1996 period served as World Bank Staff (WB22672) and the Officer In-Charge of the Education Desk at the Resident Mission of the World Bank in Bangladesh. I have developed over 20 Terms of References and hired Consultants to carryout Policy Studies on several key issues and these were disseminated, discussed and fed into the World Bank Memorandums and other documents to strengthen the reforms and re-structuring processes. 4.11 Teacher Development -Training/Education:

• I have over 18 years of direct experience in teacher training. I have served as Head of Department, a Senior Lecturer (1970 – 1987) in the Faculty of Education in Sri Lanka. The University Department trained large numbers of secondary, primary and pre-school teachers. Leaving the University I joined the international development agencies where my work and leadership always had to deal with teacher training and teacher education policies and practices at various levels.
• q In my current position as COP of ED-LINKS Project in Pakistan (2007/08) In-service and Pre-service Teacher Training is a major concern and developing effective teacher training systems, in-service teacher professional development forums and teacher performance monitoring systems were key issues that are addressed and developed
• q As Team Leader of PEDP-2 Program TST-2 (2006/2007) I was leading a Consulting team that had to develop more effective and sustainable in-service training system for over 300,000 teachers and also review and revise the present Certificate in Education and B.Ed. curriculum in Bangladesh.
• q Serving as COP of EQUIP-2 in Malawi (EDC- 2003/05), serving in a consortium of development partners, I was responsible for the formulation of teacher training and teacher deployment policies to support teacher supply to primary and secondary schools.
• q As Team Leader of Primary Education Quality Improvement (NORAD), Bangladesh (2000 - 2003), I am responsible for the development of the Pre-service and In-service primary school teacher training programs. Revise and re-programming of Certificate in Education Course, developing teacher education curriculum material and practice teaching etc for all untrained teachers and new recruits, Develop the field-based in-service training system at Sub-district (Upazila) level to utilize the Upazila Resource Centers and develop linkages and the current In-service e training system (sub-cluster training) to bring qualitative change in schools and classrooms. A team of National Consultants and Teacher Trainers work with me on this. I was largely responsible for the Teacher Training Programs of the 54 Primary Teacher Training Institutes (PTIs). Also introduced Awareness Education Material on HIV/AIDS at all 54 PTIs;
• q Serving the World Bank Adviser to the Ministry of Education in Sri Lanka (July – November 2006) examined the Teacher Training System and advised on the re-structuring of the teacher training curriculum and training modalities to gain further efficiency in the system and also to link in-service teacher training system with the monitoring of learning through the National Assessment of Student Performance at Grade 5 and 8 to ensure the achievement of minimum standards by all students before the completion of the Compulsory Education Phase;
• q Serving EDC/USAID (2003-2005) EQUIP-2 Program in Malawi as COP and as Senior Policy Adviser to the Ministry of Education, worked in close cooperation with the Teacher Education Development Unit to establish a new policy framework and a feasible Modality of Teacher Training for Malawi.
• q Serving CARE USA (2002-2003) as Education Sector Coordinator also was much involved in developing teacher training material and also short-in-service trainings to teachers serving in the Tribal Areas;
• q Serving the World Bank (1991- 1996), managing a $360 million complex project, I monitored the implementation of a large teacher training program which provided two rounds of training to 300,000 teachers on the revised new Competency Based Primary School Curriculum and also revised the Initial Teacher’s Training Curriculum;
• q 1971-1987 as Senior Lecturer /Lecturer of the Faculty of Education trained Secondary School Teachers and also was Coordinating the Open University Teacher Training Program for the Pre-school teachers. In addition to this I also served as Adjunct Staff of the World Health Organization supported Regional Medical Education Unit of South Asia to train the Health Educators in the South Asian Region; Also Supervised and Guided many Post Graduate Students in Sri Lanka and have worked in close contacts with schools and teachers,
• q 1977-1983, served the Distance Education Unit of the Ministry of Education and the External Services Division of University of Colombo to design and deliver Distance Education in Sri Lanka.

• ð Earned Ph.D. (1976) and M.A. Degree in Educational Measurement, Statistics and Evaluation from University of Iowa and have specialized training on Testing, Scaling, Item Development, and Designing and Analysis. The Ph.D. Dissertation was on “The Sampling Distribution of Kristof's Reliability Coefficient, The Feldt’s Coefficient and Gutman's Lambda – 2 “ (See Journal of Educational Measurement Spring 1977) and my academic Supervisor was Prof. Leonard S. Feldt;
• ð Worked at the American College Testing Program (1976) as a Special Consultant working on “Criterion Referenced Testing” and Worked with Dr. Robert Brennan and Dr. Richard Ferguson;
• ð 1977 – 1987 serving as a Senior Lecturer of the Faculty of Education at University of Sri Lanka taught Educational Measurement Evaluation and Statistical Methods as a subject at Post Graduate and Under-graduate levels for over 15 years at the Faculty of Education at the University of Sri Lanka
• ð Served as the Consultant (1986-87) to the ‘Department of Examination, The Ministry of Education, Sri Lanka to develop the Item Bank for GCE O/L Examination, and also trained all Controlling Chief Examiners of GCE O/L and GCE A/L Examinations in Sri Lanka;
• ð Serving Food and Agriculture Organization of the United Nations (1987-88) as Expert on Training Evaluation, I trained 120 Agriculture Training Instructors of the 31 Agricultural training Institutes in Indonesia on testing and evaluation and developed the training evaluation system and also developed and published a Manual on ‘Performance Evaluation in Agriculture Training” which is now translated to over 10 other languages.
• ð Serving the World Bank (1991-96) I introduced the Primary School assessment system by integrating the curriculum and assessment techniques to a cohesive system. This was further supported with continuous assessment of learning.

4.15 Labor Force Development and Vocational & Rehabilitation Training

• I have done several major assignments, which were done on urgency basis, with success:
• q Team Leader -- January – March 2006: Evaluation and Assessment of Vocational Education Program in Tanzania and setting guidelines for the future programming, PLAN and Dutch Government.
• q Consultant (May - June 2006) Supervision of Vocational Education Project in Zambia, The World Bank Mission Member, Washington D.C.
• q Team Leader (1990/91), with USAID/CCSS Sri Lanka, carried out a Needs Assessment Survey and Designing and Planning of the Rehabilitation Training Package for 20,000 Sri Lankan Sinhalese Youth in detention camps due to JVP Insurgency Activities. The package was accepted as a creative training package.
• q Training Consultant to the ILO Mission and ARTEP/ILO New Delhi, India to assessed the needs and designed a project to train the returning migrants as a part of the "Resettlement of Migrant Workers from Kuwait". Designed the project for the Sri Lankan returning migrant workers and assisted the ARTEP/ILO India to develop the programs in India. The total proposal for Sri Lanka was accepted and funded by donors and was financed by the Canadian Government and UNDP/ILO led consortium of donors,

4.16 Vocational Education

• q January – March 2006, PLAN International, Tanzania: Evaluated and re-programmed the Vocational Education and Training Program of the Mwanza Region. A comprehensive review of the Vocational Training System and its linkages with Post-Primary Education was studied and performance and current resources and the training model in use were critically examined and new modalities were proposed.
• q August/September 1998: Team Leader and Manager – Study on ‘Perspective Education Sector Policy for SDC 1999/2005 - Critical examination of Formal, Non-Formal and Vocation Education Sectors in Bangladesh to Evaluate Alternative Policies for the future, Swiss Development Cooperation.
• q Expert and Manager of the FAO Project (TCP/INS/4516) – The Food and Agriculture Organization (FAO) of the United Nations to develop the Agricultural Training Evaluation System in Indonesia, 1987/88. The system was developed, trained over 120 Master Trainers and institutionalized it in 31 Agricultural Training Institutes (BLPPs).
• q Developed the Competency Based Training Evaluation Manual (Performance Evaluation) and published by FAO and now in use in several countries 1987/88.

• I bring with me over 30 years of professional experience in the education and social sectors. My work experience in the last 15 years is mostly in Primary Education. Serving as an International Adviser to a wide range of development agencies have served in 12 different countries mostly addressing EFA interventions, ECD and Basic Education, improving Quality of Education, Increase of access, reducing wastage and gaining efficiency in systems, and formulation of policy, monitoring and evaluation of inputs, processes and output of project interventions, reforming educational systems such as teacher training, utilization of instructional material and resources, micro level planning and effective utilization of educational information systems for management are well within my key capabilities. In the last five years the main concentration in my work is on quality improvement in Primary education addressing the teacher, teaching, classroom and learning management, better student, teacher and school performance. I was also the Coordinator of the Pre-school teachers’ training program of the Open University of Sri Lanka from 1980-1987. My wife being a Pre-school teacher I share and experience early childhood education more at home.

• I have made significant contribution in the area of Non-Formal Education. I wrote my first article to ‘New Frontier in Education’ an Indian Journal in 1977. Since then I have been pursuing Non-formal Education as a modality of humanizing education. While serving the World Bank during the period 1991/1996, I have contributed in a larger way of formulating the Non-Formal Education Policy in Bangladesh and preparation of the Integrated Non-Formal Education Project (INFEP) and the Non-Formal Education Project – 1 (NFE-1) in Bangladesh.

A. COP/Project Director of $100million ED-LINKS project in Pakistan. (2007 / 2008): Hired over 200 staff and established 26 Field Offices in Islamabad, Sindh, Balochistan and FATA Regions and established close working relationships with the Government and the partner agencies. Managed $2million disbursement every month.
B. Team Leader of PEDP-2 TA Program in Bangladesh. I am responsible for the Management of 12 Consultants and Office with four local employees; Coordinate the of work of three institutions -- The National Academy for Primary Education (3 Consultants) , National Curriculum and Textbook Board (3 Consultants) and the Directorate of Primary Education (6 Consultants). Also responsible for the reporting and developing of Annual and Quarterly Operation Plans.
C. Served EDC/AED (2003/2005 in Malawi as COP of USAID EQUIP-2 Program coordinated with all the education sector development partners, including international and National NGOs in the formulation of policies and Sector Program;
D. Served Creative Associates International/GroundWorks (Year 1999/2000) on USAID BPES Studies coordinated the work with government and donor agencies and several NGOs;

Serving as staff of the World Bank (1991/96), I was in-charge of the bank and multi donor funded $360 million General Education Project (Cr2118BD). Serving NORAD as Team Leader from 1997- 2003, I managed the ‘Primary Education Quality Improvement Project’ ($60Million) which addressed the teacher education, institutional capacity building, learning material development issues and textbooks. Joining CARE-USA in 2002, I managed the USAID and CARE/UK funded Primary Education Projects. Currently serving EDC, I serve as the COP of the EQUIP-2 USAID program in Malawi.

5.11 Strong Strategic Planning, Management, Supervision Skills:
I have more successful in strategic planning, donor coordination and providing the leadership, vision and integration of development interventions in an environment where many development partners are work. Managing a one of the largest education programs in the world for over five years this is one skill that I have mastery. Any donor including the USAID in Bangladesh will attest this as I had high acceptance amongst all development partners and the governments wherever I have served. Serving as COP of EQUIP-2 in Malawi, I have been able to bring all development partners working in the education sector not only to develop strategies but also even to provide additional funding from DFID, GTZ and World Bank to EQUIP-2 program interventions. I believe in coordinated approach to work. I have demonstrated planning, management and supervision skills in all projects and programs that I have served in my 30 year career.

6. NGO ACTIVITIES AND CAPACITY BUILDING:
I have worked with many NGOs. Served PLAN International 1983 – 87 as Part-time Regular Staff to training PLAN Sri Lanka Staff on Programming, Planning and Monitoring and Evaluation. In 1989 PLAN International expanded my role and served as Regional Consultant on Capacity Building in the South Asian Region (ROSA) and assisted field offices in India, Sri Lanka, Bangladesh and Nepal. During the same period served Central Council of Social Services/USAID assisted umbrella organization of NGOS in Sri Lanka in capacity building in the areas of Programming, Planning and Monitoring. In the same period served CIDA in the evaluation of Phase 1 WID Program in Sri Lanka with 70 NGOs. In 1997 Joined PLAN International on full-time basis and served as Regional Adviser on Program Quality Improvement and covered 22 field offices of ROSA. In 2002 I joined CARE International under USAID projects as Sector Coordinator and managed USAID funded programs also carried out many functions on capacity building and program Monitoring and Evaluation. In the period of 1998 – 2002 serving SDC, Sida and DGIS (The Netherlands Development Agency) assisted 415 Education Sector NGOs under the umbrella of CAMPE in the capacity building and providing new directions for programming under global economy. At the time of serving the World Bank (1991-95) provided direct support to 14 NGOs in Bangladesh including BRAC in developing the Non-Formal Education Programs.

7 LEADERSHIP IN COMPLEX AND MULTI DISCIPLINARY WORK SITUATIONS:
This CV it self will speak for my ability to provide leadership at complex and multi disciplinary work situations. In Bangladesh I was serving nine donors, many NGOs and the Government. Every one of them complemented the role that I played as resident manager of such a complex $360million project. All other projects those that I have managed either serving CARE-USA in the Chittagong Hill Tracts where tribal and mainland conflicts were prevalent or PLAN International in the complex South Asian region are only additional evidence to my demonstrated capacity of managing and providing leadership to the General Education Project (Cr2218) in Bangladesh. This was one of most successful components of the project and which led the Government to establish 20,000 satellite schools in the last 10-year period to provide access.

ð Monitored and supervised the project from the Resident Mission;
ð Reported all developments to the World Bank headquarters, and to the co-financiers of the Project;
ð Represented co-financiers of the GEP at various levels and functioned as a mediator of monitoring;
ð Carried out surveys and formative monitoring studies;
ð Prepared a bi-annual status report to be circulated to all co-financiers and to the Government; and
ð Worked in very close corporation with all co-financiers and the Government.

· Donor coordination is one of the key responsibilities that I carried out at local levels.
I earned a very high reputation amongst the donors for effective donor co-ordination. Further, annually I visited the donor headquarters of Sida and DGIS to provide technical briefs.
· Team Leader: As Project Monitor, several groups of consultants worked under my leadership. The Annual School Profile Survey, Satellite Schools Studies, Non-formal Primary Education Studies were led by me. In the main supervision activities, there were sub-groups working on different aspects of the Project. The Team Leader of each working group was always passed on to me. It was the normal practice for me to prepare the draft aide‑memoire of the Joint Supervision Missions.
· Some of the Major Achievements:
o Prepared the Mid-Term Review Report, over 100 pages, of this large project on behalf of the donors to circulate to the Government and the development partners. Considering my experience, The World Bank subsequently involved me in two other Mid-Term Reviews of Projects in Bhutan (1993) and Sri Lanka (1994).
o Contributed to The World Bank's "Public Expenditure Review in the Education
o Sector" for the World Bank's Country Economic Memorandum of Bangladesh, 1993 - 1996.
